This chapter does not predict where compliance infrastructure will be in ten years. Prediction of that kind is not useful in a domain shaped by institutional choices, legal interpretation, jurisdictional politics, and the uneven pace of technical adoption. What this chapter offers instead is a structured analysis of the forces, architectures, and failure modes that will determine which of several plausible futures actually materializes.

The scope is explicitly forward-looking but bounded. The mechanisms introduced in prior chapters - the control assertion engine, the evidence plane, the attestation layer, constraint versioning, the translation layer - do not disappear in the future. They operate under new pressures: automation at scale, encryption that obscures behavior, institutional incentives that resist transparency, and regulatory interpretation that cannot keep pace with infrastructure change. This chapter asks how those mechanisms behave under those pressures, not whether they will be replaced by something categorically different.

Three claims establish the frame.

First, the future of compliance is not a destination. It is a design space defined by institutional choices that are currently being made, contested, and deferred across regulatory agencies, infrastructure vendors, standards bodies, and courts.

Second, the direction of travel is identifiable even if the endpoint is not. Compliance is moving from episodic documentation to continuous, reconstructible, attestable evidence. That movement is observable now, in regulatory signals, infrastructure investment, and enforcement patterns. Its pace and completeness vary by jurisdiction and sector.

Third, the critical constraint on that movement is not technical. It is governance. The limiting factor is not whether evidence can be generated continuously and verified cryptographically. It is whether institutions can consume, adjudicate, and maintain accountability over systems that operate at that level of instrumentation. Governance remains the binding constraint.

Correcting the Naive Thesis

A widely circulated framing holds that the trajectory of compliance infrastructure leads toward real-time verification - that as systems become more instrumented, compliance becomes continuous and eventually self-certifying. The conclusion drawn from this framing is that real-time verification equals compliance.

That conclusion is incorrect. It mistakes a property of evidence generation for a property of legal determination. Compliance is not a machine output. It is an institutional determination, made by regulators, courts, and adjudicators, about whether a regulated entity's conduct satisfies standards that are often ambiguous by design.

The corrected thesis is governed verification: a system in which instrumented infrastructure continuously generates, preserves, and attests to compliance-relevant evidence, while institutional governance handles the interpretive judgments that evidence alone cannot resolve.

This distinction requires a working taxonomy of what compliance infrastructure can and cannot decide.

Computationally decidable requirements are those where the compliance determination reduces to a verifiable invariant. Access control rules, retention timers, data residency routing, segregation-of-duties workflow gates, cryptographic controls, rate limits, and policy-as-code constraints are examples. These are good candidates for runtime enforcement via the control assertion engine. When a control assertion fails against a decidable requirement, the system can act: block, log, alert, route to remediation. No interpretive judgment is required for the enforcement action itself.

Computationally supportable but non-decidable requirements are those where infrastructure can supply evidence but cannot determine the compliance outcome. "Reasonable security," "appropriate oversight," "materiality," "fairness," "best execution," and "adequate controls" are statutory and regulatory standards that embed interpretive judgment. Infrastructure generates the evidence that informs that judgment - operational telemetry, control testing results, anomaly signals, exception records. The determination of whether the evidence satisfies the standard belongs to a human or institutional process. The error in the naive thesis is treating evidence of these measures as proof of satisfaction.

Non-computational requirements include governance quality, fiduciary intent, board oversight substance, conflict-of-interest judgment, and organizational culture. Infrastructure cannot enforce or verify these directly. It can produce records that inform human judgment about them. The distinction matters because conflating evidence of process with determination of substance produces exactly the failure mode described below under semantic gap.

The replacement of determinism with governed verification also requires clarifying what "real-time" means as an operational property. Real-time is not a single mode. It is a spectrum:

  • Continuous: evidence capture is always-on; every event is recorded at time of occurrence
  • Near-real-time: detection and response cycles operate in minutes to hours
  • Retrospectively reproducible: the system can reconstruct state, control versions, and event sequences at any prior point in time

The most strategically significant of these is retrospective reproducibility. Microsecond latency in evidence capture is operationally useful but legally secondary. What regulators, courts, and adjudicators need is the ability to reconstruct what was true at a specific past moment: what control was active, what version of a constraint was in force, what the system did, and why. The future of compliance infrastructure depends more on reproducibility and verifiability than on the speed of initial capture.

Future Compliance Ecosystem: Reference Model

The future compliance ecosystem is a multi-actor, multi-layer architecture. Understanding it requires an explicit actor map and a component model.

Actors

Regulated operators - firms, platforms, critical infrastructure providers - are the primary producers of compliance evidence. They operate control infrastructure, maintain evidence planes, and interface with regulatory and assurance systems.

Regulators and supervisors - agencies, examiners, enforcement bodies - are the primary consumers of compliance evidence and the authoritative interpreters of the standards that evidence is meant to satisfy. Their institutional choices about what evidence to demand, in what form, and with what latency are among the most significant determinants of which future materializes.

The assurance ecosystem - auditors, certifiers, independent assessors, and emerging attestation intermediaries - occupies the verification layer between operators and regulators. In a mature compliance infrastructure, this ecosystem shifts from periodic sampling of documentation artifacts to continuous or periodic attestation of control integrity and evidence quality.

Infrastructure vendors - cloud providers, identity systems, logging and telemetry platforms, compliance tooling vendors - are the suppliers of the technical primitives on which compliance infrastructure runs. Their architectural choices about evidence schemas, attestation formats, and policy enforcement primitives shape the infrastructure in ways that are not politically neutral.

Standards bodies and consortia define the interoperability layer: evidence schemas, attestation formats, control assertion specifications. Their decisions determine whether compliance infrastructure is portable and competitive or siloed and capturable.

Courts and adjudicators resolve interpretive ambiguity when regulatory standards are contested. They operate with significant latency - "law latency" - relative to the infrastructure they are asked to evaluate. Their decisions update the interpretation record that constraint versioning must track.

System Components

Control Infrastructure is the runtime enforcement layer. It includes policy enforcement points, workflow gates, guardrails, and the control assertion engine: the mechanism by which controls are expressed as assertions against expected invariants, evaluated continuously, and acted upon when violated. The scope of control infrastructure is bounded to computationally decidable requirements.

Verification Systems operate above the enforcement layer. They perform continuous control testing, exception handling, compliance drift detection, and model risk verification for automated decision systems. Verification systems distinguish between controls that are asserted and controls that are functioning as designed.

The Evidence Plane is the telemetry layer transformed into legally and operationally meaningful records. It encompasses event capture, normalization, semantic labeling, lineage tracking, retention management, and replay capability. Evidence quality scoring - measuring completeness, integrity, and timeliness - is a function of the evidence plane, not an afterthought.

Attestation Networks provide the integrity layer over evidence. Cryptographic signing, tamper-evident logging, transparency logs, and third-party attestations bind evidence items to specific control versions, constraint versions, and interpretation lineage. Attestation artifacts are the unit of trust in regulatory interactions.

Regulatory Interfaces are the structured channels through which evidence flows to supervisors. They include evidence query APIs, examination-mode access controls, and scoped data rooms. The design of regulatory interfaces determines whether evidence consumption is operationally safe - whether regulators can query without becoming a runtime dependency of the systems they supervise.

The Governance and Interpretation Layer is where human judgment operates on the evidence produced by the layers below. It includes review queues, adjudication workflows, exception approval processes, and policy intent records: structured documents that link a control to the risk it mitigates, the regulatory standard it addresses, and the judgment that established it.

The Resilience and Safety Layer governs the behavior of compliance infrastructure when it fails. Fail-safe modes, circuit breakers, graceful degradation paths, and independence boundaries prevent compliance infrastructure from becoming an operational chokepoint or a single point of failure with systemic consequences.

Data and Control Flow

The architecture has a canonical flow:

Law and regulatory interpretation - versioned constraints - control specifications - runtime enforcement plus evidence capture - verification and attestation - regulatory consumption - disputes and adjudication - updated interpretation and constraint versions.

Each arrow in this chain represents a translation problem. Law must be rendered into constraints. Constraints must be rendered into control specifications. Evidence must be rendered into attestation artifacts. Each translation introduces the possibility of semantic drift - of the operational meaning diverging from the regulatory intent. Managing that drift, not eliminating it, is the central challenge of compliance infrastructure at scale.

Scenario Set: Four Plausible Futures

Four scenarios illustrate the range of institutional choices and their architectural consequences. They are not predictions. They are structured explorations of distinct equilibria.

Scenario One: Evidence-First Regulation. Regulators formally accept machine-generated, cryptographically attested evidence as a primary or partial substitute for periodic audit documentation. Standardized evidence schemas emerge across sectors. The assurance ecosystem shifts toward continuous attestation of evidence integrity rather than episodic review of documentation. Regulatory interfaces become formalized APIs with defined evidence quality thresholds.

The operational result is a significant reduction in evidence latency and documentation overhead for mature operators. The risk is semantic gap amplification: as the compliance determination becomes increasingly evidence-driven, the distance between what is measured and what the regulatory standard actually requires may widen without notice. Governance must compensate.

Scenario Two: Liability-Avoidant Regulation. Regulators and firms both resist the political and legal exposure created by continuous evidence feeds. Regulators prefer the plausible deniability of episodic audits. Firms resist continuous disclosure. The result is selective adoption: continuous monitoring operates internally, but regulatory reporting remains periodic. The evidence plane exists but is not integrated with regulatory interfaces.

The operational result is a bifurcated architecture: sophisticated internal compliance infrastructure alongside traditional external documentation artifacts. This is the most likely near-term equilibrium for many regulated sectors. Its risk is that internal evidence and external documentation diverge - that compliance drift accumulates without triggering regulatory attention.

Scenario Three: Platform and Consortium Standards. Industry consortia and large infrastructure vendors drive standardization of compliance primitives before regulatory mandates arrive. Cloud platforms offer attestation, policy enforcement, and evidence retention as baseline services. Interoperability standards emerge through industry coordination rather than regulatory specification.

The operational result is faster adoption of infrastructure primitives but concentrated influence over what those primitives measure and how. Standards reflect the technical and commercial choices of the best-resourced participants. The competition and equity risk is significant: compliance infrastructure becomes an incumbency advantage.

Scenario Four: Fragmented Jurisdictional Drift. Jurisdictions develop incompatible evidence schemas, attestation formats, and regulatory interface standards. Multinational operators maintain parallel compliance infrastructures for different jurisdictions. Law latency varies significantly across regimes - some jurisdictions update constraint interpretations rapidly, others infrequently. The versioning and patch gap problem compounds across incompatible systems.

The operational result is dramatically increased compliance infrastructure cost for global operators. It also creates arbitrage risk: regulated behavior shifts toward jurisdictions with lower evidence quality requirements or slower enforcement cycles.

Key Tensions and Failure Modes

The transition toward compliance infrastructure generates a specific set of failure modes. Each is structural, not incidental. They are not solved by better technology alone.

Semantic Gap Failure. Regulatory language is deliberately ambiguous. Statutes use standards like "reasonable," "appropriate," and "adequate" because rigid specificity would fail to cover unanticipated conduct. Compliance infrastructure requires specificity to operate. The translation from ambiguous standard to measurable control is a compression that necessarily loses information.

The failure mode is verification drift: the compliance system becomes excellent at measuring proxies while the underlying standard is progressively satisfied on paper and violated in substance. Status dashboards show green. Substantive compliance degrades. This failure is not visible in the telemetry because the telemetry is measuring the proxy.

Processing Gap and Alert Fatigue. High-cardinality telemetry from continuous evidence capture produces volume that exceeds human processing capacity. Organizations achieve observability - they can, in principle, see everything - but not decidability: they cannot determine what the evidence means for compliance status in operationally relevant time.

The failure mode is compliance teams submerged in noisy signals, operating with informal triage heuristics that are neither documented nor consistent. Regulators face a parallel problem when consuming continuous feeds: the volume of evidence exceeds examination capacity, pushing regulators back toward sampling and episodic review despite the theoretical availability of continuous data.

Goodhart's Law and Metric Gaming. Once a metric becomes a compliance target, it ceases to be a reliable compliance measure. Firms optimize for the metric. Behavior that the metric was designed to detect migrates to unmeasured paths.

The failure mode is formally compliant outputs paired with non-compliant intent and behavior. The control assertion engine confirms expected invariants. The invariants have been optimized to pass. The risk that the control was designed to constrain is present and undetected. Single-metric compliance regimes are structurally vulnerable to this failure.

Liability Sink and Incentive Misalignment. Continuous evidence feeds create legal exposure. Regulators who receive continuous data acquire constructive knowledge of problems. Firms that share continuous data create records that can be used against them. Both parties have rational incentives to prefer the episodic model.

The failure mode is that adoption of evidence infrastructure stalls not because it is technically unavailable but because neither regulators nor regulated entities find it institutionally beneficial to implement it fully. The architecture exists; the deployment does not.

Coupling and Systemic Single Point of Failure. Shared compliance infrastructure - common evidence schemas, shared attestation networks, consolidated regulatory interfaces - introduces systemic coupling. A bug, outage, or security failure in shared infrastructure affects all participants simultaneously.

The failure mode is infrastructure failure that halts legitimate operations, creates disputes about liability allocation, and potentially creates a mechanism through which a single technical failure produces sector-wide compliance events. The resilience layer must treat compliance infrastructure itself as a system requiring availability, redundancy, and safe degradation paths.

Versioning and the Patch Gap. Law and regulatory interpretation change on political and institutional timescales. Infrastructure changes on release and procurement timescales. Neither timeline aligns with the other, and neither aligns with the timescale of actual business operations.

The failure mode is infrastructure that enforces an outdated interpretation of a constraint that has since been amended by guidance, enforcement action, or case law. The system is operating correctly against its specification. The specification is wrong. The result is systemic non-compliance invisible to the control assertion engine because the constraint version it is enforcing has not been updated.

Forensic Decay in Mutable Systems. Systems change continuously. Code is deployed, configurations are updated, data is modified, controls are revised. Without explicit state reconstruction capability, the system cannot demonstrate what was true at a specific prior point in time.

The failure mode is evidentiary collapse in disputes and examinations: "we cannot reconstruct what our system was doing six months ago because the system has been updated seventeen times since then." Continuous change, without immutable historical state, undermines the retrospective reproducibility that compliance adjudication requires.

Adversarial Behavior and Dark Systems. Firms facing compliance infrastructure may shift regulated behavior to unmonitored paths: unlogged processes, encrypted computation, off-chain transactions, third-party arrangements structured to fall outside the monitored perimeter.

The failure mode is compliance infrastructure that achieves excellent measurement of the monitored surface while the actual risk-bearing behavior has migrated elsewhere. The evidence plane is accurate and complete within its scope. Its scope excludes the conduct that matters.

Regulatory Capture via Code and Standards. The firms with the most sophisticated engineering teams and largest infrastructure budgets will be most influential in defining evidence schemas, attestation formats, and "reasonable defaults" for compliance primitives. Standards bodies and consortia reflect the interests of their most capable participants.

The failure mode is compliance infrastructure that embeds the architectural assumptions of incumbent firms, creates technical barriers to entry for smaller competitors, and converts regulatory requirements into structural advantages for those who shaped the standards. Compliance infrastructure becomes a moat rather than a floor.

What Must Be True for the Transition to Work

Seven structural preconditions must be satisfied for compliance infrastructure to function as governed verification rather than as a sophisticated documentation system that fails in the same ways as its predecessors.

Evidence must be reconstructible, not merely observable. The evidence plane must support time-travel proof: the ability to reconstruct system state, active control versions, and relevant event sequences at any prior point. This requires immutability guarantees, retention policies with legal defensibility, integrity proofs, and chain-of-custody records for evidence items. Observable but non-reconstructible evidence fails at the adjudication layer.

Constraint versioning must be first-class infrastructure. Every enforcement check, every evidence item, and every attestation artifact must bind to a specific constraint version, a specific control version, and an interpretation lineage that traces back to the regulatory guidance or case law on which the constraint specification rests. Without explicit versioning, the patch gap failure mode is structurally guaranteed.

Enforcement and adjudication must be separated by design. Runtime enforcement applies to computationally decidable requirements. Non-decidable requirements route - with structured evidence packets - to human adjudication queues. The architecture must treat this boundary as a hard design constraint, not an implementation choice. Collapsing enforcement and adjudication into a single automated system produces the semantic gap failure at scale.

The compute cost of continuous evidence must be allocated explicitly. Continuous analysis, storage, retention, and regulatory query processing are not free. The architecture must define who bears cost at each layer and for what purpose. A tiered evidence product model provides a workable structure: raw events at the highest cost and completeness, derived evidence aggregations at intermediate cost, attestation artifacts at the lowest marginal cost for regulatory consumption. Without explicit cost allocation, evidence infrastructure will be under-provisioned at exactly the layers where it matters most.

Verification regimes must be designed to resist Goodhart effects. Single-metric compliance is structurally exploitable. Anti-Goodhart verification requires multi-signal approaches: outcome metrics combined with process integrity signals, randomized audits and challenge mechanisms that operate outside the continuous monitoring perimeter, anomaly detection that tests whether telemetry itself is being manipulated, and periodic red-team exercises against the evidence plane. The architecture of the verification system must assume adversarial optimization by its subjects.

Compliance infrastructure must degrade safely. The resilience layer must make explicit, domain-specific decisions about fail-open and fail-closed behavior. It must implement circuit breakers that prevent compliance infrastructure failures from cascading into operational shutdowns. Independence boundaries must ensure that regulator access to evidence does not create a runtime dependency - that an examiner query cannot destabilize a production system. Compliance infrastructure that becomes a chokepoint has introduced a new systemic risk in the act of managing existing ones.

Privacy-preserving verification must be treated as a first-class constraint. As encryption becomes more prevalent and as zero-knowledge computation moves from research to production, the assumption that the evidence plane can observe all relevant behavior becomes untenable. Selective disclosure mechanisms, scoped cryptographic proofs, and privacy-preserving attestation architectures are not optional features for a future compliance system. They are preconditions for a system that must function in an environment of pervasive encryption without creating surveillance infrastructure as a byproduct.

Observable Signals and Leading Indicators

The transition toward compliance infrastructure is not hypothetical. It is measurable. The following signals indicate that the shift is occurring and can be monitored by practitioners, regulators, and researchers.

Evidence and attestation signals: Growth in the use of cryptographic attestations for control states and audit logs. Adoption of standardized evidence schemas across vendors and industries. Regulatory guidance or enforcement actions that explicitly reference the quality, integrity, or format of machine-generated evidence. Acceptance of attested evidence as a substitute or partial substitute for traditional audit sampling.

Operational governance signals: Formal regulatory requirements for continuous control monitoring rather than periodic attestation as a best practice. Reduction in mean time to remediation for control drift - measurable at the organizational level and, eventually, reportable as a compliance metric in its own right. Formal exception workflows with documented rationale linked to specific controls and constraint versions - evidence that policy intent is being recorded, not just outcomes.

Regulatory interface signals: The emergence of formal regulatory API specifications for continuous reporting in specific domains. Supervisory guidance that references minimum evidence quality thresholds - completeness, integrity, timeliness - as conditions for reliance on operational evidence. Examination procedures that incorporate direct queries against evidence planes rather than document production requests.

Infrastructure market signals: Cloud providers and platform vendors offering compliance primitives - policy enforcement, attestation, evidence retention - as standard platform services rather than specialized add-ons. Growth in third-party attestation intermediaries competing on evidence integrity rather than documentation review. Standardization of evidence schema formats as a procurement requirement in regulated sector contracts.

Legal signals: Enforcement actions and litigation in which the quality of operational evidence - traceability, reproducibility, integrity - is a material factor in liability determination, distinct from the existence of compliance policies. Explicit judicial or regulatory standards on the auditability and replay capability of automated decision systems. Case law addressing the evidentiary weight of cryptographically attested logs versus traditional documentation.

Implications for Governance and Accountability

The most consequential implication of compliance infrastructure at scale is not technical. It is the redistribution of accountability across actors who have not historically shared it.

Liability allocation becomes explicit and contested. When compliance infrastructure misses a violation - when a control assertion fails to detect conduct that later proves non-compliant - the question of who bears liability is no longer resolved by the traditional analysis of firm conduct. Infrastructure vendors, attestation intermediaries, standards bodies, and regulators who designed or accepted the evidence schema become potential parties to the accountability determination. Existing liability frameworks are not designed for this distribution. The legal evolution required to address it will lag the technical evolution that creates it.

Adjudication workflows must be formally architected. The separation of enforcement from adjudication is not merely a design principle; it requires operational infrastructure. Adjudication queues must be structured, staffed, and governed. Evidence packets routed to adjudication must be standardized enough to support consistent human review across reviewers and over time. The policy intent record - the structured document linking a control to the risk it mitigates and the judgment that established it - must be maintained as a living artifact, not a one-time documentation exercise. Without formal adjudication infrastructure, the governance layer becomes a backlog.

Oversight of the compliance infrastructure itself is an unsolved problem. Who audits the attestation providers? Who verifies the integrity of the evidence plane? Who certifies that the control assertion engine is enforcing the constraints it claims to enforce? The assurance ecosystem that currently audits compliance documentation must evolve to audit the infrastructure that generates compliance evidence. This is a different problem with a different skill set, a different liability structure, and a different relationship to the standards bodies that define what "correct" looks like. The governance of compliance infrastructure is not a derivative problem of the governance of the regulated entities that use it.

Institutional incentives are part of the architecture. Adoption of compliance infrastructure depends on liability assignment, regulatory appetite for continuous data, budgetary pressures, political risk, and trust between regulators and regulated entities. These are not external factors that technology will eventually overcome. They are structural features of the system that must be accounted for in any realistic assessment of how quickly and completely the transition to governed verification will occur. Architectures that ignore institutional incentives will be correctly implemented and systematically under-adopted.

Manuscript Synthesis

The mechanisms established in prior chapters constitute the minimum viable compliance infrastructure for any plausible future scenario. This chapter does not add mechanisms; it shows how they behave under the pressures that the future state introduces.

The trust gap explains why regulators will not accept continuous evidence feeds without integrity guarantees and independence assurances. The evidence plane must be attested, not merely voluminous. Attestation networks must be operated or certified by parties whose independence is structurally verifiable. Without this, continuous evidence is treated as self-serving documentation at higher velocity.

Evidence latency and enforcement drift are minimized by continuous detection and near-real-time remediation cycles. They are not eliminated. They are replaced by versioning latency and interpretation lag as the binding constraints. The transition solves one timing problem and introduces another.

Documentation debt is replaced by what might be called evidence debt: the accumulation of captured events that have not been processed into useful evidence, assessed for quality, or linked to the constraint versions they are meant to demonstrate compliance against. The risk of drowning in unprocessed evidence is as real as the risk of having no evidence. Evidence infrastructure requires processing infrastructure.

Constraint lifecycle management becomes the central operational discipline at societal scale. Law latency, patch gaps, jurisdictional divergence, and interpretation updates are not edge cases. They are the normal operating conditions of a compliance infrastructure that must remain accurate across multiple jurisdictions and regulatory regimes simultaneously. Constraint versioning is not an implementation detail; it is load-bearing architecture.

The control assertion engine is the runtime expression of decidable constraints. Its scope is necessarily bounded. It does not expand to cover non-decidable requirements as automation improves; it remains bounded to those requirements for which an assertion can be specified, tested, and acted upon without interpretive judgment. Expanding its scope beyond that boundary produces the semantic gap failure.

The attestation layer is the foundation for regulator trust in evidence produced by systems the regulator does not operate and cannot directly inspect. Without cryptographically strong, independently certified attestation, evidence infrastructure is a sophisticated internal audit function. With it, evidence infrastructure becomes the basis for a new form of continuous assurance that regulators can consume without becoming operationally dependent on the systems they supervise.

Operating model transformation is the organizational consequence of all the above. Compliance shifts from a periodic project executed by a documentation function to a continuous operational discipline embedded in systems engineering. The compliance function does not disappear; it changes its primary output from documentation artifacts to governance of the infrastructure that generates continuous evidence, manages constraint versioning, maintains adjudication workflows, and preserves institutional accountability over decisions that automation cannot make.

Closing: The Central Claim

Compliance infrastructure reshapes verification capacity. It makes the evidence of regulatory compliance more continuous, more complete, more tamper-resistant, more efficiently consumed, and more precisely scoped to the specific constraint versions that governed conduct at a specific time. These are significant capabilities. They reduce evidence latency, compress compliance drift cycles, and enable forms of regulatory oversight that episodic documentation cannot support.

They do not change the nature of compliance itself.

Compliance is an institutional determination. It requires interpretation of standards that embed judgment. It requires accountability that can be assigned and contested. It requires governance that can adapt to ambiguity rather than collapsing it. None of these properties are properties of infrastructure. They are properties of institutions operating over infrastructure.

The limiting factor in every plausible future is governance: the capacity of regulated entities, regulators, courts, and the assurance ecosystem to exercise judgment over systems that are generating evidence faster than the institutional processes designed to consume it can operate. Infrastructure scales. Governance scales with difficulty. The gap between them is where compliance failures will occur.

The central claim of this manuscript, rendered in terms of the future: the minimum viable compliance infrastructure for any regulatory environment is not the most sophisticated system that technology can produce. It is the most sophisticated system that the governing institutions can actually govern. Building beyond that bound does not produce better compliance. It produces better-instrumented non-governance.

The design imperative is not to automate compliance. It is to build systems that make compliance genuinely governable - continuously, reconstructibly, and with accountability that remains legible to the humans who must exercise it.
